Council Bluffs (spr. kaunßĭl blöffs), Hauptstadt der Grafschaft Pottawattamie des nordamerikan. Staates Iowa, am Missouri, über den zwei 838 m und 890 m lange, für Eisenbahnen, Wagen und Fußgänger eingerichtete Brücken führen, welche die Stadt mit dem gegenüberliegenden Omaha verbinden, 5 km vom Fluß, am Fuß abschüssiger Klippen (Bluffs). C. ist Knotenpunkt von neun Eisenbahnen, hat einen Gerichtshof, Rathaus, Taubstummenanstalt, höhere Schulen, lebhafte Industrie (1900: 198 Betriebe mit 1179 Arbeitern) und (1900) 25,802 Einw. Das steuerpflichtige Einkommen beträgt 3,5 Mill., die städtische Schuld 185,000 Doll.
