Llandaff (spr. län-däff), Henry Matthews, Lord, engl Staatsmann, geb. 1826 in Ceylon als Sohn eines dortigen Richters, studierte in Paris und London, wurde 1850 in London Rechtsanwalt und 1868 zum königlichen Rat (Queen's counsel) ernannt. In demselben Jahre wurde er als konservativer Abgeordneter für Dungarvan ins Unterhaus gewählt. Bei den nächsten Wahlen geschlagen, gewann er erst 1886 das Mandat für Birmingham. Dieser Sieg in einem der bisherigen Hauptquartiere des Liberalismus verschaffte L. eine solche Stellung in seiner Partei, daß ihm, dem Katholiken, von Salisbury im August 1886 das Ministerium des Innern übertragen wurde, das er bis August 1892 behielt. Als Salisbury im Juli 1895 sein drittes Kabinett bildete, in das er nicht eintrat, wurde er mit dem Titel eines Viscount L. in den Peersstand erhoben.
