Mai 1846 in Genua, trat 1865 in die Marine, in der er 1897 zum Konteradmiral avancierte. 1890 wurde er für Genua in die Deputiertenkammer gewählt; vom Mai 1899 bis zum Juni 1900 war B. Marineminister im Kabinett Pelloux. Er veröffentlichte unter anderm ein »Manuale teorico-pratico di artiglieria navale« (Flor. 1879–81, 2 Bde.).
