Staatsmann, geb. 1830 in Ipswich als Sohn eines Geistlichen, ging 1858 nach der Kapkolonie, wurde 1869 dort von East London ins Parlament gewählt, war 1878–81, 1886–90, 1896–98 und 1900–04 Premierminister (gemäßigt-progressistischer Richtung) und daneben Schatzsekretär, dieses allein auch in den Jahren 1884–86 und 1893–96.
